Hello my refund got accepted, and my bank wasn't functional at the moment, so I used my brother's cashapp to receive my refund, can I still get it?

We can't say for sure.  Most of the time, the bank (which is Cashapp in this case) will reject a direct deposit if the name and SSN of the taxpayer does not match the account owner.  But we can't say it will always be rejected.  You will have to watch for it.

As stated by the other expert, if your refund is coming directly from the IRS and the deposit bounces, the IRS will mail a paper check, usually in 3-4 weeks.  The IRS will not take new deposit instructions over the phone, they will only mail a check if the deposit fails.

If you used refund transfer to pay your fees, the refund is passing from the IRS to SBTPG and then to you.  If the deposit is rejected, SBTPG will hold onto the funds for a few weeks and try to contact you to verify your information.  (If SBTPG can't get in contact with you, they will eventually send the funds back to the IRS.)  If you are expecting your refund to go through SBTPG, you can call them directly.
