IRS Rejected return for missing form 1095-a - but I did not have a health plan from the ACA

IRS keeps rejecting my e-file tax return because form 1095-a is not included - I received unemployment in 2021 but did not buy health insurance from the ACA so do not have a form 1095-a. I answer NO to TurboTax question - "Did you buy health insurance from ACA" and keep going but when I e-file, IRS rejects the return (missing form 1095-a).

 

My COBRA payments were "forgiven" because of unemployment - could this be the reason for filling out Form 8962 (PTC) and requiring 1095-a?
