so if you filed with Turbo Tax and didn’t use their free service, then you would have to choose between paying the service with your credit card or the option of allowing them to take out the fee from your refund. So, if you chose the option to have the fee taken from your refund then it goes to a third party instead of the irs, because the third party collects the fee from your refund and mails out to you.
