Only the IRS knows exactly why they adjusted your return. If your IRS-issued tax refund comes in around $35 or $40 less than the amount shown in TurboTax, it's probably because you used the Refund Processing Service option to deduct your Turbo Tax fees from your federal tax refund. There's a separate processing fee for this service, which is deducted from your federal refund in addition to your TurboTax fees.
But a $1500 adjustment was done by the IRS. They will be sending out a letter explaining the adjustment. If you need details before you get the letter, you will need to contact the IRS; they are the only organization that will be able to tell you what the $1500 adjustment was for.

I am not sure which agency you called to check on a possible offset, but maybe you have another debt with a different agency (unemployment, state, federal, child support, etc.)? The changed could also be due to the Recovery Rebate or something else and not related to an offset at all. But again, only the IRS will be able to tell you exactly what triggered the adjustment.
