I checked and I do have the most up to date software.  You are correct that the w4 worksheet  shows the correct standard deduction  amount of 25,900.   However  line 39 of the what if worksheet shows 25,100 for the standard deduction.  I copied the numbers from column 1 (numbers from my 2021 return which are filled in by Turbotax)  to column 2 and checked the use 2022 tax rates.  I did not change anything else in column 2 .  

I did find a work around - copy column 1 to column 3, check the box  for 2022 tax rates and override the standard deduction on line 39.  Not elegant but it gets the job done.   Thanks for your help.
