I got a letter 5071c from the irs stating I needed to verify my identity. The TIN on the letter is not mine but my name and address are correct. Is this common?

Id.me will not allow me to complete my verification bc of a issue and I imagine someone has probably already tried to make one for me. What else could it be?As you can guess it is impossible to speak to a live person at the irs.
