there is no time limit for the IRS/state to come after you if you owe taxes. hopefully your situation will improve in the future and that's when the tax authorities can come knocking.
you do have the option of amending the 1040 to report the 1099C's and include form 982 to report insolvency so that most or all of the canceled debt won't be taxable.
