If it is showing IN PROGRESS, that means you have not completed your federal or state tax, you have to follow-through all the way to the end to e-file it, then submit until it tells you it is completed.
If the return has been submitted, the first page of your return will show accepted if accepted by the IRS or the state you are filing, until then its not completed
