We don't know HOW you paid your TurboTax fees. If you paid fees out of your Federal refund, then the IRS doesn't send a direct deposit to your bank. In that situation, the IRS sends the funds as a direct deposit to SBTPG's bank, where the fees are subtracted. Then SBTPG's bank would try to send the rest as a direct deposit to your bank, which you said refused it. So in that case (where one has paid fees out of the refund), it would go back to SBTPG's bank (not the IRS), and SBTPG would issue a paper check in postal mail. That process takes a few days and postal mail is not very fast these days.
If that is your situation, i.,e, if you paid TurboTax fees out of your Federal refund, then you can use this tool at SBTPG's website to check on your refund.

SBTPG has a phone contact page at the following link. It also shows their business hours. Even when they are closed, you may be able to get automated info, or you can log in as above.

If you did not pay the TurboTax fees out of your Federal refund and instead paid the fees upfront by credit/debit card, then the only parties involved in the attempted direct deposit are the IRS and your bank, and SBTPG would not be involved.
