The additional $40 is an error that TurboTax has identified. I'll share your post with TurboTax Moderators. They have said that users who have seen this additional charge will be promptly reimbursed to the bank account you have on your return.
As for being charged for a state tax return program, please contact TurboTax Customer Support for assistance using the information I'm linking below. When asked to enter your subject matter, use the words "billing issue". A Support rep will be happy to help.
