As a banker, I can’t believe you fell to read the fine lines. Santa Barbara is a middle man and if you filed via turbo tax you signed up for the inconvenience. It’s a big deal so I agree that it should be mentioned in advance but it’s posted in the paperwork and if you owe money to the state or IRS Santa Barbara will deduct from your refund and give you the remaining balance.
