If the ATM credit won't affect my taxes this year, WHY can't I remove that form and just file my taxes. IF the credit doesn't apply to me WHY am I forced to wait?

I deleted it from the forms list but it pops right back.   I cannot proceed and it won't be till march before the form, which I don't need, is available.
