You are correct that you may not be able to make an entry in Col. C on Form 8582.

Did you transfer your Amended 2020 return showing PALs into TurboTax?

If so, in the Property Profile section, 'prior year loss' would be checked, and the entry on the Schedule E Worksheet for the property would show the loss.
