Some are. Not very many. The payments were primarily released last year by July. If you haven't received it by now then it will definitely not delay your refund anymore to go ahead and file an amended tax return to show that you are entitled to it.
Just recognize that when you're filing an amended return for 2020 you will have to paper file the return and you can expect that the return will take a minimum of six months to process.
