I have tried all that, except get an appointment. The only open office is more than an hour away. The phone contact, requiring numerous choices to get to a contact, have continuously failed. Over a two week period, more than 20 attempts, there has been only the message of "too much volume . . . call back later". I suspect there is a technical problem that IRS does not even recognize. So, no answer.
