Since the stimulus is based on the 2020 tax return, all TurboTax can do is calculate how much stimulus you qualify for based on you 2020 tax information,   then it asks how much of that you already received and subtracts that from the total.     If you answer that you have not received it and then the IRS records say that you have, the IRS will say you miscalculate it.     

 

That happened to a lot of taxpayers who had not received the 2nd stimulus, but the IRS had mailed it - they filed prior to getting the mail.      Also many said that they did not receive the stimulus but they actually did because it was garnished because of a tax refund offset levied against them (that is still receiving the stimulus - to just went to pay their debt.)      Some did not receive it because it was simply lost in the mail but the IRS counts that as sent.
