After you file
What form was the withholding reported to you on? What type of 1099 (there are about a dozen)? And what box on the 1099 was the withholding reported in?
If you e-filed then there is no missing signature, but they probably want you to sign when you return the information about the withholding.
This usually happens when the payer who did the withholding did not properly report it to the IRS so they cannot verify it. This probably has nothing to do with you at all but the withholding was not credited to your account.
