After you file
Darkjoker81 I figured this out -- you have to START as though you're going to file a 2020 return using the free TurboTax option (even if you intend to file with a different provider). Once you've accepted that and clicked through a couple of initial screens (I said "No Thanks" to the info disclosure that it pushed at me) you do have access to the download options. I did not have to pay, even though I had seen that "Looks like you didn't file with us last year or you filed using a TurboTax product that doesn't include access to prior-year returns." message earlier which seemed to imply that "access to prior-year returns" was a paid feature.
I'm unclear on whether this is a genuine bug in how TurboTax is managing user state on their site, or just another manipulation tactic to force people in the door (in the hope that once they've invested in the first step they'll just cave and keep using TurboTax...) Either way it's bizarre that nobody on this thread could come up with this very straightforward answer and just decided to pretend we were all using the wrong account instead.
For the record I am taking these documents and leaving TurboTax for good, the constant manipulation and upselling when using the online products is too much.
