I guess, maybe, Intuit just sucks. Perhaps, the firm calculates the costs and benefits, concluding that enabling the function would hurt their profits. Anyhow, I might be too lazy to file my 2019 1040x simply because I prefer the efiling option, which should have been available according to IRS's announcement. In other words, I am giving up my $$ for this company's inferior service and I am no longer a loyal customer of TurboTax. In fact, I am going to persuade all my relatives and friends to switch from it.
