Are you referring to box 20 of your W-2 form?
If so, this would only apply if you have amounts entered from boxes 18 and 19 for local wages and local income taxes on your W-2 Form.
If you do not have anything listed, you may need to contact your employer to clarify what locality name is and enter it into TurboTax accordingly.
