If you paid TurboTax fees out of your Federal refund, the 2019 refund would have come by direct deposit from an intermediary bank, unless the deposit failed, in which case it would then come by a paper check.  

 

With that method the IRS sends a direct deposit to an intermediary bank where the fees are subtracted.  Then that intermediary bank sends the rest in a second direct deposit to your bank (or card) account.   If the deposit to your bank fails, it goes back to the intermediary bank which would issue you a check in the mail.

 

First, be sure your efiled 2019 return was accepted.  If you used Online TurboTax, log in, and at the Tax Home scroll down to the section "Your Tax Returns & Documents".  Expand that section and choose tax year 2019.   What does it say about the 2019 return--does it say "accepted?"

 

If the return was successfully efiled, the next step is to speak to the IRS to see if your 2019 refund was approved and sent, or whether your 2019 return has been delayed and is still processing.  It's not an easy task to reach them due to pandemic-related staff shortages, busy tax season, increased duties with stimulus payments, etc..

When calling the IRS do not choose the first choice re: "Refund", or it will send you to an automated phone line.

  • First choose your language.  Then listen to each menu before making the selection.
  • Then press 2 for "personal income tax".
  • Then press 1 for "form, tax history, or payment".  
  • Then press 3 "for all other questions."
  • Then press 2 "for all other questions." 
  • It may then ask for your SSN, but do not enter it.  Just wait.    If it asks for SSN a second time, still do not enter it.
  • Then it will get "tired", and you'll get another menu.  Choose 2 for "personal".
  • Then in the next menu choose 4 for "all other inquiries", and it should transfer you to an agent but expect a long wait.
  • I usually use a speakerphone so I can work on something else while waiting.

 

If the IRS says that they approved and sent your 2019 refund, you could phone the intermediary company that takes out the TurboTax fees to see if they every received your 2019 refund.  That company is called SBTPG (Santa Barbara Tax Products Group.)

Do not use the SBTPG  refund lookup tool--it's currently for 2020 returns only.
