No. A direct deposit of a tax refund can only be deposited into a US bank located in the US. It cannot be direct deposited into a foreign bank account located in a foreign country. You can have the tax refund sent as a refund check in the mail to the address entered on the tax return.
The only thing you can do is complete a Form 8822, Change of Address (For Individual, Gift, Estate, or Generation-Skipping Transfer Tax Returns) and/or a Form 8822-B, Change of Address or Responsible Party — Business and send them to the address shown on page to of the 8822. Here is a link to the 8822. 1submit it along with a letter that states your refund check from 2017 is in limbo and you need it reissued and sent to the address that you recorded on the 8822.
