You also needed to enter the amount of each stimulus payment received for both the first and second stimulus payments. If you did not do this, then the credit would be generated as the program depends upon your input to calculate the credit correctly.
If you had entered yes, and also entered both amounts both payments, the credit would not have been calculated. You should have seen a screen similar to the one below:
If the amounts matched, you would have selected yes. If they did not, you needed to enter the actual amount received.
