1. To confirm what is set for your state tax payment, download the PDF and look for instructions included. Not all states accept direct debit. To check whether your state does, click the link: What are my options for getting my state refund or for paying any state taxes I owe?
2. If the state is confirmed that it was set to electronically withdrawal and the state accepts electronic withdrawals, then no, there is no need to send in the voucher. However, since TurboTax is saying it is required, the answer to #1 is likely no.
