So, I am having a similar problem but it appears to be with 1099-Gs, not 1099-Rs. I can't find anyone else reporting they are having this issue with the Gs, and in that form I can't change by .01, only by whole dollars. The first time I was rejected TT said it was due to duplicate W-2s but there weren't any duplicates and my two W-2s were from different employers and for different amounts. I resubmitted without changes and this time it came back saying it was rejecting it due to duplicate 1099-Gs. My husband and I do each have 1099-Gs from the state for the same amounts. I tried to add .01 but it immediately deletes it. I can try the add a dollar to one and subtract from the other, but worried that will be more problematic with the IRS matching up the 1099s?
