It sounds like there is something wrong with your form 1040-X. line 16 should show the tax you paid when you filed your original return. Line 17 should be the tax you paid in plus the tax withholdings and credits that were on your original return.
Line 20 should be blank and line 22 should be the refund you are anticipating. If not, you should go back through the amended return and make corrections.
