This problem took 3 separate attempts to resolve, and contrary to the messages received this is not a problem with the IRS, it rests squarely on TurboTax. Their efforts to eliminate the possibility of duplicate 1099R forms being accidently submitted created a bigger problem than it tried to fix. I finally had to change the amounts in Box 1 and Box 2 of all related 1099R forms to be different (up or down) by $0.01 in order for the return to be accepted. The first two "experts" following supposedly the same guidance were not successful. In fact, the first one had me make changes to the Payer Name that would have created more problems than the other changes solved. Clearly not the best experience I've ever had with TurboTax in more than 20 years as a user.
