You're correct -- it's not possible.
TurboTax doesn't support Ohio Form TBOR 1, Declaration of Tax Representation.
It's worth noting that there's also no provision for e-filing the form with a return mentioned in either the state's Declaration of Tax Representative page, or the IT 1040 instructions found at Tax Forms.
