After you file
Which in turn is a contradiction to what I was told. I looked it up and I was told by an accountant that the sole purpose for them asking for your AGI is for verification that its actually you sending in your tax return and not someone else trying to use your identity. The IRS put this in place as a quick method of assuming that its difficult for people to get your previous years tax return and know what your AGI would be. If they have that then they would have your other tax info as well. The computer when you Electronically File simply pulls your account up via the SSN listed on your e-File and then pulls the AGI off of it, if they match its you in the computers eyes and they accept the file. By changing the information to did not file you are putting up a red flag when the return goes through the actual process of being processed. It will see there is no 2019 filed when in fact you did and that could halt the refund or payment process for 2020. The IRS has your 2019, they are behind on 26 million 2019 returns. If you made a payment in 2019 and they cashed it thats your proof of filing. They cant get a payment with out your taxes, as no one just mails a check in an envelope and they cash it. Thats not how it works, they need to have extracted it from the envelope with your taxes.
