It's not clear that it was SBTPG that reduced your daughter's refund. More likely the IRS reduced her refund, and SBTPG sent her what it got from the IRS, minus the $60 fees. The IRS will send her a letter explaining why they reduced her refund, but she will not get the letter until a few weeks after she received the refund.
