Checking my status daily I get a message stating that my refund was changed & eliminating my refund and now I owe a balance of $98? Am I still getting a refund??

One of the issues or reasons is that the first rebate credit I put in that I didn't receive it because I didn't,  it went to back child support. A notice will be mailed on March 22 explaining but I still don't know if I'll receive a refund.
