Do you know for sure if the IRS sent out your refund? Does it say they sent it when you look at the IRS "Where's My Refund" tool?
Most often a bank refuses a deposit with an incorrect deposit number, but on rare occasions it might be deposited in someone else's account if it was a valid number for "someone." The IRS FAQ that xmasbaby0 provided above explains that scenario.
Something else to consider. Did you choose to pay any TurboTax fees out of your Federal refund? If so, in that case the IRS sends the deposit to an intermediary bank where the fees are subtracted. Then that intermediary bank sends the rest to your bank (or card) in a second direct deposit. If that deposit from the intermediary bank to your bank fails, it goes back to the intermediary bank, then the company that handles that (SBTPG) would send you a check in the mail. In some less-common situations SBTPG might send it back to the IRS.
