You said "return", but are you referring to a Federal refund or a state refund? If you are getting both, they come separately. So do not add them together. Consider them separately. Do not go by any "total refund" or "net refund" amount that TurboTax may have displayed on a summary screen, which includes both Federal and state refunds.
You didn't say "how short" your refund is, so here are some possibilities. Or was your refund too large??
Did you have any TurboTax fees that you chose to pay out of the Federal refund? If so, in addition to the product fees, there is a $40 service fee ($45 for California filers). Also possible sales taxes.
If it was the IRS that reduced a Federal refund, or a state reduced a state refund, you should get a letter in 3-4 weeks or so explaining why. Or you can phone the relevant tax agency to see if you can learn anything, if you wish.
If the IRS lowered your refund due to an offset, there might be a message at the IRS "Where's My Refund" tool.
