You can't claim a person as a dependent unless that person is a U.S. citizen, U.S. resident alien, U.S. national, or a resident of Canada or Mexico. If your brother does not qualify then you can file an amended return to remove him as your dependent. You can do so with TurboTax Desktop, and Yes, you will be able to print the amended return.
