You indicated underneath your original question that you are using Online Deluxe, so that's how I addressed my answer.
The steps I provided above should yield you a new clear 2020 return in Online TurboTax.
For the sake of completeness, I'll also mention that there's another option, which is probably obvious. One could use the desktop software (CD/download) instead of Online TurboTax. It allows one to start a blank new return without transferring any 2019 info. It just depends on which version you want to use.
