If you did not get the $600 stimulus check and indicated that you did not get it, in TurboTax, and the TurboTax refund/amount owed monitor shows that you owe $1,000, then no, it does not mean you only owe $400.
Preview your form 1040. On line 30, it lists your Recovery Rebate Credit and is taken into account calculating your amount owed. For the amount you owe, scroll down to Line 37.
