Filed 2018 tax return using e-file, Federal as well as State got rejected, I had to file the tax by mail, I was charged $24.99 by Intuit. How to get money refunded?

Filed 2018 tax return using e-file, Federal as well as State got rejected, I had to file the tax by mail, I was charged $24.99 by Intuit. How to get money refunded?
Checked AGI and it was correct. Rejection was for unknown reason.
