It's been 25 wks since I mailed my amended return in. IRS portal tells me to call, but the auto-response says it isn't taking calls. Is there anyone that can help me?

I filed my return in April 2020. After 23 weeks it finally showed up on irs.gov. It says they cannot process the return and I need to call. However, all phone numbers I tried said they weren't taking calls and hung up. It's been about 25 weeks now. Should I just wait? Or, is there a person or service that can help me?
