If you mean the IRS refund site:
https://www.irs.gov/refunds
Then be sure your return was accepted:
You can check your TurboTax filing status here:
https://shop.turbotax.intuit.com/efile/efile_status_lookup.jsp
Then be sure you enter the first SSN on the 1040 form is joint return and the refund amount from the 2019 1040 line 21a.
If it still gives an error then it is probably on the IRS end.
