Unfortunately I think their offices are also closed and they are understaffed just like the IRS due to the Covid-19 restrictions.
We have seen an occasional post of someone who was able to speak to someone at the IRS and make progress. But there are so many calls and so few IRS employees handling them that most people who call can't get through.
