You can contact the IRS to report the suspected tax fraud. See the following link on instructions on how to report the questionable activity.
Reporting Tax fraud to the IRS
You can try to use the following link to register for the stimulus payment but you may get a rejection message if you were listed as a dependent on another tax return.

If that does not work, the only remedy you may have at this point is to file a tax return for 2020 even if you were not required to file. You will be asked for the amount of the stimulus payment you received versus the amount you actually received. If the amount received is lower than what you were entitled to, you will be given a credit on your 2020 tax return.
