Yes, tax return processing is delayed. Only the IRS knows the status of your tax return and they are currently not taking phone calls. They are not processing tax return right now either, so all you can do is wait until they resume normal operations. At that time, you will be able to speak with someone and get an update. No one knows when that will occur however...:(
