That is a common use of the language...to make a blanket statement and then give an "example".  The term "example" by definition is not limited to the example given or it would *be* the conditions and not an example of the condition.   The one they choose applies to about 80% of dependents claimed on tax returns.   Non-related dependents are probably less then 5% of all dependents.   Other related dependent are much more common.
