Yes, it does state that. The test that you quoted from the IRS web site is a list of people who are NOT eligible for a stimulus payment. The bullet item that you highlighted in bold says that someone who can be claimed as a dependent is one of the people who are NOT eligible. You have already been told repeatedly in the answer to your previous question that an adult dependent is not entitled to any stimulus payment, regardless of income. It makes no difference who claimed the adult as a dependent.

That's not true. I don't know where you got that idea. A child who is claimed as a dependent does not get any stimulus payment at all.

You don't see it because you are misreading the section that you quoted from the IRS web site. Maybe you overlooked the sentence that says "Taxpayers likely won't qualify for an Economic Impact Payment if any of the following apply." The list that you quoted is a list of people who do NOT qualify for a payment. One of the items in that list is anyone who can be claimed as a dependent.
