I couldn’t get in for the longest time. Payment tool not available, info doesn’t match. I finally figured it out. I went to IRS.GOV and clicked “Get Your Tax Record,” and clicked “Get Transcript Online.” Setup an account if you don’t have one already. Once in, Click view transcripts. Click any reason, they all get you to the same screen. Once at the transcript screen, download your latest Record Of Account. Some info has been deleted for security purposes, but the partial address that is on file with the IRS is at the top. I used that address and got into the My Payment Tool without issues. I put my account info in and stimulus will be deposited into my account within 5 days. Hope this helps.
