This is a user community forum, so we don't know what exact products you used. As an example, if you used Deluxe and prepared Federal and state returns, the fees back in February would have been:
Deluxe Federal $40
State return $40
Option to pay fees out of the Federal refund: $40 ($45 for California filers)
Plus possible sales tax.
By "charge" are you referring to a debit?
If you chose to pay your TurboTax fees out of your Federal refund, and if your Federal refund has been delayed unusually long at the IRS (or if it's been reduced), TurboTax will want to be paid. They would have started sending you emailed bills to pay. If you don't respond by either paying or asking for a deferment, they will ultimately send an email they are about to debit your bank account, and if still no response, they debit your bank account. If you didn't get the emails, check other email accounts and also the spam/junk folders.
See this FAQ that explains the process. The first paragraph there has a special phone number if you have a question or need to appeal a NSF fee (non-sufficient funds/overdraft fee).
