Yes ...your 2019 taxes are being still being processed because the IRS has been on furlough til just this week (they are slowly coming back). What that means to you is they haven't shared the info with the treasury Dept who issues the stimulus. Therefore they go to your 2018 taxes in which you did not file. So until they process your 2019 taxes ....you are not eligible.
