Because the IRS isn't processing returns right now. They're trying to coax their employees to return to work by offering them hazard pay and/or bonuses. They said at the beginning of this thing, when their employees were told to work remotely, things wouldn't be affected too badly. They were wrong. The IRS is a train wreck of an organization.
