I know for a fact it doesn't hold up the stimulus. How do I know? I have the exact same situation (submitted 3/3 and still waiting). However, I did get stimulus, and it took into account that I have five kids (two of which I didn't have last year).
What bothers me most is that if the situation were reversed and I owed them money, they'd be Johhny-on-the-spot with harassing phone calls, wage garnishments, etc.
