I just solved this problem for myself. I had the exact same issue. I accessed my 2018 federal return transcript from https://www.irs.gov/individuals/get-transcript and used the adjusted gross income and refund info from there, which did not match my Turbo Tax return, and it worked. If you don't have one you will have to create an online IRS account to access your records. I was also able to see that my 2019 return had not yet been processed which is why the 2019 data didn't match either. I was finally able to update my bank info with the IRS so I can receive the stimulus.
